Project Scope

In accordance with recent legislation that amended the Education Code (Section 69433.2), higher education institutions that receive funding for state scholarships such as the Cal Grant are required to share information about the outcomes of their students with CSAC in order for CSAC to evaluate the return on investment (ROI) of these state-funded scholarship programs. C2C is listed in statute as a mechanism for institutions to share this data with CSAC.

Problem Statement

California higher education institutions that receive funding for Cal Grant are statutorily required to share data with CSAC on the outcomes of their students. CSAC would have had to establish three separate legal agreements with the California Community Colleges Chancellor’s Office (CCCCO), California State University (CSU), and the University of California (UC) – a difficult and cumbersome process.

C2C’s Role

The legislation lists C2C as a mechanism for the institutions to share data with CSAC. C2C’s established legal agreements with CCCCO, CSU, UC, and CSAC means CSAC would only work with one data provider rather than three, making the process more efficient and reducing redundancy.

As a trusted data source, C2C facilitated data sharing from the UC, CSU, and CCCCO to CSAC. C2C prepared aggregate reports for CSAC that include institution-level data on which students receive state-funded scholarships, what their educational outcomes are, and how this compares to students at these institutions who do not receive the scholarships.

he reports were securely shared with each data partner prior to posting. C2C validated the content of each aggregated report to ensure adherence to C2C’s suppression policy, and then securely shared the reports with CSAC to meet their August 1st reporting deadline.

Project Impact

As a steward of the people’s data, the legislature gave CSAC and the higher education segments the option to fulfill these reports via C2C’s existing mechanisms. The relevant parties elected to use C2C to facilitate data sharing because of the trust it has built amongst its partners and its high-standard data suppression policy that ensures privacy protections of students.

Through this project, CSAC received the necessary data insights needed to fulfill their statutory obligations without duplicating existing legal structures and data connections for sharing information from each segment/higher education institutions across the state.  CSAC will be able to use C2C’s data reports to create a dashboard that highlights the ROI of state-run scholarships such as Cal Grant.
