The California Office of Cradle-to-Career Data (C2C) is committed to promoting and protecting the privacy rights of individuals, as enumerated in Article 1, section 1 of the California Constitution, the Information Practices Act of 1977, and other state and federal laws.

C2C is authorized pursuant to California Cradle-to-Career Data System Act (Education Code section 10860, et seq.) to collect and maintain a data system for the purposes identified in the Act. C2C policy limits the collection, use, and disclosure of personal information maintained by C2C, and applies safeguards to ensure its protection. C2C information management practices encompass the requirements of the Information Practices Act (Civil Code section 1798 et seq.), the Public Records Act (Government Code section 7920.000 et seq.), and Government Code sections 11015.5 and 11019.9. C2C follows these privacy principles when collecting, managing, and protecting your personal information:

Personally identifiable information is only obtained through lawful means

C2C may collect and maintain personal information only through lawful means.  All C2C employees who collect and/or maintain personal information must comply with the provisions of the Information Practices Act and other applicable laws. Personal information means any information that identifies or describes an individual, including, but not limited to, his or her name, social security number, physical description, home address, home telephone number, education, financial matters, and medical or employment history. It also includes statements made by, or attributed to, the individual.

We Restrict Collection and Use of Personal Information

The purposes for which C2C may collect personal information will be specified at or prior to the time such information is collected. The personal information collected will be relevant to the purpose for which it is needed. Any subsequent use of the information will be limited to and consistent with the fulfillment of those purposes previously specified.

C2C will not disclose, sell, make available, or otherwise use personal information for purposes other than those specified, except with the consent of the subject of the information, or as otherwise permitted by law or regulation.

In general, the personal information collected and maintained by C2C will be used for research and analysis. The information may be shared with third party researchers, including other government agencies and private research entities. Any such use shall be consistent with C2C’s statutory authority.

We may use electronic “cookies”, in some areas of the C2C website, to improve the overall usability of the site.

C2C uses electronic cookies to collect and temporarily store various types of information. The cookies allow the programs to operate correctly and know where to return the business transaction results. Cookies created on your computer, from using our website, do not contain personal information and do not compromise confidentiality.

You can refuse the cookie or delete the cookie file from your computer by using any of the widely available methods. However, if you turn your cookies option off, some of our online services may not be accessible.

C2C uses Google Analytics to help understand how visitors interact with our website so that the site can be improved. You can read Google’s security and privacy policies for Google Analytics. You can choose not to have your data used by Google Analytics by downloading their opt-out browser add-on.

C2C encourages all individuals to use appropriate safeguards to secure their personal computers and the information on those computers as well.

We Protect Personal Information

Personal information must be protected against loss, unauthorized access, use, disclosure, modification or transfer. C2C employees who are responsible for the collection, use, maintenance, and/or dissemination of records containing personal information must take appropriate precautions to ensure that proper administrative, technical, and physical safeguards are established and followed in order to protect the confidentiality of such information. Information security awareness training is provided to all C2C employees. Additionally, access to personally identifiable information is restricted to C2C employees who have an appropriate business need for the information. C2C employees shall assure that personal information is removed or redacted in appropriate circumstances where it is contained in materials otherwise subject to release.

C2C uses security technologies to protect all of your information on our entire website from unauthorized viewing or corruption, by either internal or external sources. C2C, as developer and manager of this web site, has taken several steps to safeguard the integrity of its telecommunications and computing infrastructure, including but not limited to authentication, monitoring, and auditing. Security measures have been integrated into the design, implementation, and day-to-day practices of the entire State operating environment as part of its continuing commitment to risk management.

What we do with the information we collect

C2C does not collect home, business or e-mail addresses, or account information from persons who simply browse our Internet website. The information C2C automatically collects includes your domain name or Internet Protocol (IP) address, the type of browser and operating system you used, date and time you visited the site, web pages on this website that you visited, and any forms you downloaded or submitted. This information is collected for customer service and audit purposes. This information is deleted after 30 days. This information is exempt from requests made under the Public Records Act.

We use the information gathered when you visit our website to help us manage and improve our website. This information is used only for internal purposes. It helps us measure the number of visitors to the different areas of our website and to help improve our website for future visitors. We will not distribute or sell any electronically collected personal information about users to any third party without the user’s written consent.  

Access to Public Records

The Public Records Act ensures that government is open and that the public has a right to access appropriate records and information possessed by state government.  However, at the same time, exceptions in both state and federal law limit the public’s right to access public records. These exceptions serve various needs, including maintaining the privacy of individuals. Please note that electronically collected personal information is confidential and is exempt from disclosure under the California Public Records Act.  In the event of a conflict between this privacy policy and the Public Records Act, the Information Practices Act, or any other law governing the disclosure of records, the applicable law will control.

Notification of changes

We may revise our privacy policy. We will prominently post any revision on our website 30 days before implementation.
