The California State Legislature authorized the creation of the California Cradle-to-Career Data System in 2019. 

C2C’s blueprint, including its tools, was developed through a collaborative 18-month planning process with 200+ individuals representing educational institutions, state agencies, advocates, and researchers. 

The data system was officially created via statute in Summer 2021 as the Office of Cradle-to-Career Data, housed within the Government Operations Agency. 

In 2023, C2C successfully ingested its first historical batch of data, laying the groundwork for its planned data tools.
