Cradle-to-Career Data Advisory Boards

The Office of Cradle-to-Career Data’s governance structure contains two Advisory Boards which make recommendations to the Governing Board. Both Advisory Boards consist of 16 public members, appointed by the Governing Board, consisting of end users of the data including, but not limited to, practitioners, families, and students.

The Data and Tools Advisory Board examines whether the data system is providing actionable information and identifying ways to improve access to that information.

The Community Engagement Advisory Board examines whether the Office of Cradle-to-Career is creating strong feedback loops with data users, supporting evidence-based decision making and analytical capacity, and ensuring equitable access to actionable information.

Selection Criteria

To be eligible to apply, applicants must:

  • Be a California resident
  • Be at least 18 years of age
  • May not be employed for an organization or person represented on the Governing Board
  • Be available to serve for a three-year term*

* Advisory Board members may serve no more than one consecutive term.


Advisory Board members are appointed by the Governing Board once every three years through a set process defined in the Governance Manual. When making appointments to the Advisory Boards, the Governing Board considers many factors, including diversity, lived experiences, skills, expertise, and planned activities. While not all encompassing, specific desired characteristics include:

  • Experience with and understanding of how data and data tools impact the lived experiences of end users
  • Familiarity with state data sets and the way information is gathered and ability to ensure that accurate and aligned data can be integrated into the analytical tools (the dashboards, query builder tool, and data set available for research requests)
  • Experience with conducting analyses using education-related data (particularly K-12, community colleges, universities, teacher training, and employment data)
  • Ability to commit time to review materials, solicit input from other data experts, and participate in Advisory Board meetings
  • Willingness to work collaboratively toward common solutions
  • Ability to support community engagement with both analytical data sets (like dashboards) and tools for students and educators (such as resources for college and financial aid applications)
  • Understanding of community member needs and concerns or currently serve as an ambassador to a specific groups or communities
  • Familiarity with education issues ( particularly K-12, community colleges, universities, and teacher training) through personal and/or professional experience
  • Ability to make information about education more understandable, useful, and relatable
  • Ability to commit time to review materials, solicit input from community members, and participate in Advisory Board meetings
  • Willing to work collaboratively toward common solutions and share lived experiences that can be beneficial to the Advisory Board

Member Expectations and Responsibilities

All Advisory Board members are expected to:

The Advisory Boards meet at least three times a year in the Spring, Summer, and Fall. All meetings are subject to the provisions of the Bagley-Keene Open Meeting Act.

All seated Advisory Board members are required to attend a new member orientation and submit all new member paperwork prior to attending their first public meeting. In addition, all Advisory Board members are subject to the requirements of the California Political Reform Act, including Cradle-to-Career Conflict of Interest Policy, and Form 700 filing requirement.

Advisory Board members are responsible for providing feedback to the Governing Board and the Office of California Cradle-to-Career Data System in and out of public meetings.

  • The usability, accessibility, and usefulness of dashboard visualizations;
  • Practical tools; and
  • Data points to include in centralized data sets

Each year, the Data and Tools Advisory Board will also review all prior data requests from the researcher data request process to:

  • Facilitate the continuous improvement; 
  • Ensure that it is clear, transparent, fair, and efficient; and
  • Identifying mechanisms that would enable appropriate data requests to be fulfilled. 
  • Professional development and technical assistance models that foster evidence-based decision-making, strengthen analytical capacity to use available data tools, and enable end users to understand structural factors that influence outcomes;
  • Communication structures that ensure a broad range of Californians know about and are using the tools; and 
  • Feedback loops that ensure meaningful and equitable public input, access, and utilization of the available information

The Governing Board is not currently accepting applications for the Advisory Boards. The next round of recruitment will take place in 2028.
