Advisory Boards Proposal Process

Authorizing legislation established that the data system would have two advisory boards to provide input and feedback and to make recommendations to the Governing Board.

  • The Community Engagement Advisory Board examines whether the Office is creating strong feedback loops with data users, supporting evidence-based decision-making, analytical capacity, and ensuring equitable access to actionable information.

  • The Data and Tools Advisory Board examines whether the data system is providing actionable information and identifying ways to improve access to that information.

Advisory Board members are charged with making recommendations to the Office about the development and implementation of the data system, and the Cradle-to-Career Governance Manual sets forth the proposal process that is followed by the Advisory Boards.  

Summer
Public meeting to review data points and ask questions to Data Providers. Review recommendation form and rubric.

Fall
Advisory Board members submit the recommendations one month prior to meeting and vote on top recommendations.  Public meeting to review top ranked recommendations and decide which recommendations will be submitted for a feasibility study.

Spring
Public meeting to review the feasibility studies and determine which recommendations will be referred to the Governing Board for approval.

Authority for Community Engagement Advisory Board: 

The responsibility of the Community Engagement Advisory Board is to examine whether the Office is creating strong feedback loops with data users, supporting evidence-based decision making and analytical capacity, and ensuring equitable access to actionable information. 

Scope of Request for Community Engagement Advisory Board:    

Advisory Board members may bring forward proposals for ways to amend the community engagement framework to address significant gaps, including feedback loops with data users, evidence-based decision making and analytical capacity, and equitable access to actionable information.

Status Update on the Community Engagement Advisory Board in the Proposal Process: 

The proposal process closed on Monday, August 14th. One proposal was submitted by an Advisory Board member. At the meeting on Tuesday, September 12, the member will provide a presentation and members will discuss the proposal, provide any amendments, and ultimately vote on whether the proposal should be advanced to the Office, so that it can conduct a feasibility study. Please note public comment will be taken after the presentation and again after member deliberation. 

 

Authority for Data and Tools Advisory Board: 

The responsibility of the Data and Tools Advisory Board is to examine whether the data system is providing actionable information and identifying ways to improve access to that information. 

Scope of Request for Data and Tools Advisory Board: 

Advisory Board members may bring forward proposals for ways to address a significant gap. This includes changes to the data request process, changes to tools such as dashboards or practical (operational) tools, adding data points to  the P20W data set, or adjusting existing P20W data points.  

Status Update on the Data and Tools Advisory Board in the Proposal Process: 

Currently the Data and Tools Advisory Board members are submitting their proposals. This process will conclude on Tuesday, August 12th. Members are using the data form to submit their proposals. Using a pre-meeting survey, Advisory Board members will rank order proposals. Advisory Board members will use a rubric developed by the Office to evaluate the proposals to examine potential impact and to align it with the C2C vision, mission, and authority. The next Data and Tools Advisory Board meeting will be held on October 12, 2023. At this meeting members will hear the up to three proposals prioritized in the pre-meeting survey and determine which proposals will advance to the feasibility study stage.
